Billy Joe Fine

October 27, 1934 — March 23, 2021

FINE, BILLY (BILL) J. Bill left the hands of earth and entered into the presence of his Lord and Savior on March 23, 2021. He was 86 years old. "Super Pappaw" was surrounded by his loving and adoring family and could most certainly feel the love in his final hours at home. Billy was born on October 27, 1934 in Powell, Tenn. When he was 17 years old he joined the U.S. Navy during the Korean War. He served 3 years aboard the aircraft carrier, USS Boxer CVA21. On November 2, 1956, he married the love of his life, Peggy Lay, and they celebrated 64 years of marriage in 2020. Two years after he was honorably discharged from the U.S. Navy, he moved to Cincinnati and began his 34 year career at the Cincinnati Water Works. The highlight of Bill's career at CWW was being part of a group that was involved in a feasibility study to investigate the viability of Granular Activated Carbon's ability to effectively remove contaminants from Ohio River water. Bill was in charge of the operation of the pilot plant. The study was successful and the plant, now in existence (largest in the world at the time), was designed from the pilot plant. Bill and Peggy were both very involved in Southern Baptist work in and around Cincinnati throughout his lifetime. One of his favorite things to do was leading Bible Study and teaching the Word. Bill taught 5th graders to senior adults. He was a lifelong deep-dive student of the Bible. He was Mr. Fix-it and he used his skills to help friends, family and people in need. Bill's inquisitive mind led him to research and explore a wide variety of topics. Google and Siri were his friends. Bill is survived by his wife, Peggy (Lay), two children Don (Irene) and Janet (Chip) Fine-Todd, five grandchildren: Aaron (Amy), Matthew (Rachel), Cory, Ashley and Amanda. He has 7 great grandchildren (Jude, Vayda, Lennon, Henry, Evelyn and Eleanor). Bill is preceded in death by his parents, T.L. Fine and Mary (Webb) Fine, and brothers, T.L. Fine, Jr., Wayne and Stewart (Joe) and great-grandson Caleb. His lone surviving sibling is his loving sister, Betty (Jerry) Cannon. Moore Family Funeral Homes in Newtown, Ohio is in charge of the arrangements. The family will receive friends on Friday, April 2nd from 6pm - 8pm. The service is the following morning at 10am and the family will go in procession to Graceland Memorial Garden in Milford, Ohio.
